An enjoyable read in the same vein as Ballard's The Drowned World. The world-building is fabulous, reasoning how a tidally locked planet would exist, where plant life flourishes and overtakes nearly all animal life. The "characters" are much less important than the environment here; they are shallow, barely intelligent creatures and some of the other races they meet are just bizarre and annoying. They are largely vehicles for viewing different parts of the world. It's a very unique idea though and that is enough to sustain it.
